This is pretty reasonable — you'd only save $5-6 getting it direct from Ebay/AliExpress, and you see these GoPro knockoffs advertised for $59 all the time.
I bought one that was practically identical last year and the video quality is about what you'd expect from, say, an $80 budget phone that shoots slightly blurry 720p. There's no point in dialing it up to 1080p because the quality doesn't get any better, you just waste storage on upscaled pixels. Recording time is more like 45min and it takes the knocks, even underwater. It's good to record stuff that'd be too risky for your phone.
