  imo most likely from free academic sources or large businesses(ie your local uni can partner with Microsoft to provide free software to students in specific courses) being sold outside of their agreements.

  Used to be a alot of fraud and selling of master accounts(to create a few thousand sub accounts capable of getting keys for various titles) online, I assume thats still the case today.
