From this context, it appears that the examples listed are INCLUSIVE of that particular category, which means:
ELIGIBLE FOR FREE SHIPPING: small tents, bike parts, shoes, clothing (and other items which are obviously quite small).
NOT ELIGIBLE: surfboards, bike racks, inflatable SUP's, skis, snowboards. longboards, large tents, kayaks, treadmills, trampolines (and other items which are obviously quite large).
It's not clear from this if the examples are considered standard or bulky.
