You can only use the fuel voucher with Pumped discount, with minimum spend of $40 pre discount. Assume that your local Z station has a price of $2.5/L for 91, the maximum discount from the fuel voucher is 25c. Plus if it is a super Pumped day, then an extra 10c. The total discount will be 35c, bringing down the price to $2.15/L, which is 14% off.
If the fuel price is $2.5/L, and you buying $40 (16L) of fuel, you are having a 25c off, but if you buy $125 (50L) of fuel, you only have 8c discount from the voucher, minus the amount you spent to get the voucher. Am I thinking it right?
Yes, the best deal (for most) is to use the voucher for the absolute minimum purchase (ideally $0), whereas this deal forces you to buy at least $40 at their price.
For the Flybuys/Disney combo, you would want to maximize the fill (50L); this $4 would be best used towards the fuel after the $2.25 off/L discount from the combo.
The real question is, what to buy from the shop? Maybe it's better to think $4 off voucher for the shop, with a minimum $40 spend in fuel.

I'm still going to hang out for the gull discount days…cheaper fuel comparatively on the day and $5 off $50, $3 off $30 vouchers to use at a later stage when fuelling up that day. Usually find that petrol station goods are overpriced otherwise!
