I once heard someone bought his car from the local government, but when I searched online I can't find any related information, would anyone possibly know where the government sells their retiring vehicles?

For Toyota a lot of them first get sent here to the Toyota factory in Thames (Where they used to build them.) They are completely refreshed. Then distributed to Toyota dealers. Usually as signature class or Toyota certified used. You probably wouldn't even know you are buying an ex lease / council / government vehicle.
Why would you specifically want a car that was owned by someone from the government?
Just remember - theres a chance the government lease vehicle spent most of its life full of shit

Having owned an ex-Police Commodore before, here are my thoughts
Positives
- Engine was 180km+ but ran smoothly which is the only good thing, never had a single issue in the 5years I've owned it
- complimentary 3-inch spikes in the bootNegatives
- Paintwork isn't the best; more than your average scratches/dings due to abuse/wear & tear
- central locking/automatic windows are a constant issue - again probably due to increased wear&tear
- random holes in roof/bonnet/boot area (leaks) - presumably to run their harness/wiring thruFeel free to PM me if you have any further questions.
My mate had a ex-police commadore (what must be 8 to 10 years ago now)
They had cut the cables for the rear red and blue lights (that were installed inside the tail lights). Wasnt too difficult to get them working again, not very legal, but was a bit of fun.
I know the old government BMW fleet was sold off through Turners.
