First results when searching for a review confirmed my theory:
https://www.rtings.com/monitor/reviews/benq/el2870u"Unfortunately, it has disappointing dark room performance due to the sub-par native contrast ratio and disappointing black uniformity. It supports HDR, but there's little benefit to this mode, as it can't get very bright and can't display a wide color gamut."

"HDR(opens in new tab) works fine, but low native contrast limits what the panel can do. And without DCI-P3 color, it won’t offer a significantly better experience than SDR."If you aren't purely interested in 4K at the expense of everything else, keep an eye on the Kogan VA and eIPS 4K displays to go on special. Leaps and bounds ahead.
Like this one:

It's such a weird monitor. Why target 1ms free sync for your model specs but keep the monitor at only 60Hz? It's pointless. I can only think they're trying to hit some marketing threshold for unsuspecting buyers
Oh, here's a VA 4K 28" monitor for basically the same price:

Is HDR possible on a TN panel?
Good price if you purely need 4K, but don't expect the image quality to otherwise be any good.
TN panels are the trash tier of old apparently making a triumphant return as people go seeking technology references like 144Hz and HDR and not actual image quality.
TNs are cheap to make, and more responsive than IPS so cheap to make high frequency.
TN are the old panels everyone remembers where if you look at them at any angle other than "straight on" all the colours invert. But even when straight on, they tend to have pretty poor colour range and contrast.
