Think it might just be those four regions mentioned. Hamilton wasn't included when I checked a while back.

If you live outside of the Wellington, Taranaki, Manawatu or Hawke’s Bay regions, we can’t connect you because this is not part of our natural gas network.
This excludes pretty much everyone in the South isiand I think as everyone is on bottles.
