It appears that only certain styles and colours are supported, and in some cases potentially even certain shoe sizes (i.e. if a shoe is already on sale for a few sizes they don't apply for this discount), so it's not exactly storewide but there's 44,000+ items that the sale pages points to so it's pretty close!
