It works for NZ & Australia. Technically you are meant to show your N3 card when you pickup the vehicle but I have never been asked (have used it twice in Oz)
The discount codes are preloaded on the form. The only things you need to fill out are your pickup and return date/time plus location. Everything else can stay blank.
You will see big discounts off the rack rates for Avis/Budget.

The good thing is that it is only a booking form so if you change your mind then you haven't made any deposit.

Use AWD# R074299 for AVIS AU and NZ i found this online and have been using it for several years with never being asked anything.
