I use the N3 membership discount when I’m booking a rental. Saves heaps and even though I have a membership I have never been asked to produce the card when collecting and paying for the vehicle.

Can anyone sign up ?N3 is a business group membership which does have a fee. The cost is determined by business size - in my case we pay about $400 a year but this is more than offset by the savings.
Those are some good discounts! Taking a family holiday in September and would save at least 50%, but don't think i want to risk having our booking canceled at the last minute :(

And just purchase local travel insurance to avoid the outrageous price car rental companies charge for insurance excess.

When you hire a car, they will let you know that if you damage it there is a very high insurance excess to be paid (whether or not at fault) (for example $4000). However you can choose to "take advantage" of the rental car companies insurance excess buyout option (for $X per day). The cost of this excess buy out can stack up to being a significant amount of money.
So instead of paying for that (which can be hundreds of dollars), just get local travel insurance (eg Southern Cross Travel Insurance - domestic policy rather than the international policy that most of us likely use when going overseas), which will cover you for all sorts of things while on holiday (most of which won't be used as with most insurance haha). BUT it also will cover (check the policy details to be sure for your case) the rental car excess in the event of an incident. AND it will cost (at least it did for me and my family recently) significantly less than the rental car excess buy out.
It made me feel much better about renting a car as the cost was quite reasonable after not having to factor in that excess reduction/buy out

Some companies have partnerships with there preferred rental company with steep discounts, sometimes they allow employees to use these for personal trips too. Check with your work, if they often rent cars.

Even with some of these discount codes/corporate rates I'm still finding Apex to be cheaper.
You can get pretty significant savings at Avis or Budget with an n3 membership, or as a PSA member.
