Last time it worked on special promos, eg. 3 t-shirts for $30 -> less 30%. Have amended description based on your comment. Are you sure you don't mean that it wont work on outlet items rather than special items.
tried on some chinos that were 29.95 down from their usual price, it says "Not available on offers, marked down products, gift cards or lay buys" in the email

I did a few hundred emails of the '' +xx'' trick into the email address. Sadly they didn't send any codes to them. They must have deleted them.
They don't accept email addresses with +'s now, they are marked as invalid, but the .'s still seem to work.

Someone went to the effort of automating it etc, presumably you could just use one of those codes for 40%.
