I always buy with skin on - it means you retain the option. So many things are better cooked with skin-on from a flavour and moisture perspective, and it only takes a minute to remove the skin if you really don't want it.
I don't know specifically today (as Wakrak suggests, you could try Grocer), but in general, you can often get chicken breast for $9.99 per kg if you are patient / look around. I tend to stock up the freezer at that price, so hopefully I rarely pay more, and probably keep my average purchase price close to $10 per kg.
The best I can recall recently was $8.99 per kg at PNS for chicken tenderloins (not exactly the same as breast, but not too far off).

In terms of places where I shop, ie PnS it’s a bit like Alan6984 above; between $9.99 and $11.99 boneless/ skinless. I go past Costco every now and then and sometimes one is lucky with meat prices there, but that’s just if it happens to be decent when there, and bear in mind the membership fee and whether it is worth it.
