Creating a Website

A Family member has approached me and was asking me about creating a website to advertise a simple website for his small business. He only needs a very basic website just with a hone page with contact details and a gallery he can put some photos of previous work(Aeroplane Spraypainter). Any advice where to start. Can this be done cheaply. Any advice would be great
