Air New Zealand is pleased to partner with Changi Airport Group (CAG) for the Changi Transit Programme.
Eligible customers receive up to S$40 Changi Dollar Vouchers when you transit through Singapore - valid for travel from 1 April 2016 until 31 March 2017 inclusive.

Full terms and conditions in the link provided but main points are:

• If your trip originates from NZ you will receive two $20 vouchers.
• One voucher to use at all retail, food and service outlets or redeem for 2 hours lounge access
• One voucher for liquor, tobacco, perfumes or cosmetic purchases only.
• Your e-ticket numbers must begin with 086, 618 or 629 and you must be travelling on flights operated by Air New Zealand, Singapore Airlines or SilkAir for both in and out of Singapore.

  You missed main key point. Only when transiting so when final destination is not Singapore.

  As a side note to this.
  For anyone one who is stopping over in Singapore via Singapore Airlines, you should seriously look at the stopover holiday packages they offer.
  Cheap accommodation and includes entry to a bunch of things while you're there.
  Went recently with the wife and in laws. Paid $1000 for 4 people, but got decent accommodation for two nights and managed to see - Zoo, Cable car, madam Tussaud, Universal studios, Singapore flyer, gardens by the bay. Total cost for everything for 4 people is over $1000 alone.
