The app probably uses cellular service location tracking as a safeguard to check against GPS location?
Use wifi instead perhaps.
It's $1.7589 per litre using McKeown card via NZMCA at McKeown, Caltex & Z Truck Stops.
You cant stack it though to use anywhere can you?
